« Purification ethnique » : en pleine guerre yougoslave (1992), apparaît cette dénomination jusque-là inédite, aux côtés d’expressions comme « épuration ethnique » ou « nettoyer ethniquement ». Avec ce néologisme, les acteurs de l’espace public disposent d’une nouvelle catégorie pour décrire le monde et donner aux événements (yougoslaves ou non) un certain cadre. À quels discours politiques et médiatiques le conflit yougoslave a-t-il donné lieu ? De quelle manière ces discours ont-ils porté ? Pour répondre à ces questions, Alice Krieg-Planque étudie le récit de certains événements (découverte des camps, des viols…), puis analyse des slogans et des dénominations dont le rôle s’est avéré central dans la lecture du conflit : « Plus jamais ça ! », « Musulmans », « communauté internationale » et bien sûr la formule « purification ethnique », considérée comme un descripteur majeur de la guerre. L’auteur aborde aussi la place de certains textes dans la construction du discours (par exemple, le Mémorandum de 1986 attribué à l’Académie des sciences et des arts de Belgrade). L’analyse d’Alice Krieg-Planque apporte ici un éclairage original sur le conflit yougoslave, en montrant notamment, grâce à des méthodes applicables à d’autres corpus, comment les discours participent à l’histoire du conflit lui-même. Bien au-delà des sciences du langage, ce livre intéresse donc également la science politique, l’histoire, la sociologie et la philosophie politique.

In 1994, genocide put Rwanda on the map for most of the world. It also exposed one of the most shameful scandals of the Rwandan churches-the complicity of the Christian churches in the genocide. Rwanda is the most Christian country in Africa. More than 90% of its people are baptized Christians, with the Roman Catholic and Anglican Churches having the greatest number of adherents. According to Archbishop Desmond Tutu: "The story of Rwanda shows both sides of our humanity. The churches were sometimes quite superb in what they did in the face of intimidation and at great cost to themselves. But there were other times when [they] failed dismally and seemed to be implicated in ways that have left many disillusioned, disgruntled and angry." Genocide In Rwanda provides a variety of perspectives through which to assess the complex questions and issues surrounding the topic, and, even raise some new questions that could provide some new insight into this historical event. They are questions we must ask - otherwise, how can the Church begin to make moral restitution, change structures and behaviors, and once again reveal the human face of God in our fragile world?

Le présent ouvrage publie les Actes du colloque organisé à l'Université de Rouen les 7 et 8 mars 2002. II représente la deuxième manifestation scientifique organisée par le CREDHO-Rouen depuis la création du " réseau CREDHO ". La première avait été l'occasion, en collaboration avec le professeur Paul Tavernier et le CREDHO-Paris-Sud, de faire le point sur " Un siècle de Droit international humanitaire ". Le fil rouge de cette manifestation scientifique était simple, axé sur un déroulement chronologique. Il s'est agi de mettre en lumière les trois temps de la répression internationale du " crime des crimes " : le temps des poursuites (Ie partie), des procès (IIe partie) et des jugements (IIIe partie) afin d'identifier les difficultés d'ordre pratique et théorique qui enserrent l'exigence de répression internationale. Celle-ci a logiquement été entendue au sens large, incluant l'activité des diverses juridictions au titre de la compétence territoriale, universelle et internationale. La répression du génocide rwandais a ainsi voulu être examinée dans sa globalité et, ce faisant, dans toute sa complexité. Entre le particularisme africain des " Juridictions Gacaca " - où la peine de mort fait partie des peines encourues selon l'article 68 de la loi organique du 26 janvier 2001 - les difficultés de la mise en œuvre de la compétence universelle - en Belgique, en France et en Suisse, pays où les juridictions nationales, enserrées dans des règles pénales souvent mal adaptées à la répression du génocide, le sanctionnent différemment - et les contraintes politiques, budgétaires, procédurales de tous ordres qui pèsent sur le Tribunal pénal international pour le Rwanda, il apparaît que rendre justice n'est certes pas une entreprise aisée. Le colloque de Rouen réunissait non seulement des universitaires, mais aussi des acteurs directs de la répression internationale : avocats internes et internationaux, membres du Tribunal pénal international pour le Rwanda, représentants d'organisations non gouvernementales qui ont bien voulu débattre et échanger afin de rendre compte, de témoigner sur les difficultés de concilier répression et pardon, répression et équité

Le moment nazi demeure une énigme dont le monde contemporain reste saisi. Mais la persistance de cette énigme ne tient-elle pas à l insistance de la pensée sociologique et philosophique à construire le nazisme comme un monstre conjoncturel de la Modernité ? En examinant les modes opératoires du nazisme puis ceux du génocide rwandais, en soulignant la parenté entre nazisme et monde mafieux, en invitant enfin à éclairer la permanence de ce « Mal radical » à la lumière des remarques de Freud sur la destructivité, cet ouvrage montre qu à l irréductible noyau de barbarie qui hante le genre humain doit faire barrage un travail de civilisation fondé sur l axe d une éthique de la désillusion.
